I had an idea. The 10000 foot tall tower. It has a safety zone underground for tornadoes, it is big so it can fit all those people. How we will keep track of rooms and keys, for example, 4th section, 7th ball, 10th floor, room 7. So it goes by section, ball, floor, and room. At the top, is a lightning rod and all the power comes from it.
